The best way is a DOD licensed drive wiper, it doesn't just zero the drive, it over writes the drive 16 times with different numbers to ensure no data is recoverable.
The other way to do it, is to zero the drive, format it, install windows, and fill the drive with copies of large files, and delete those.
In order to ensure data is beyond recovery, you need to have written data of some kind to the drive more than once. Windows format doesn't do much more than empty the file tables and directory listings.

If you sell the machine to random joe public person, then format and reinstall is enough. If you want to be secure, then format, reinstall, and 47 duplicate windows folders on the disk will make sure any old data on the drive is over-written at least once.
You delete those extra copies before selling of course, but the idea is to make sure that anyone who runs an un-delete or unformat on the drive will only get back duplicates of the windows files.

Depends on the version of Windows and the type of format you choose - since Vista, a 'full' format has also performed a zero-write to the partition in question. Previous versions of Windows did just delete the file allocation table regardless of the option chosen.

That depends on what incriminating data you have.

If you're installing the OS on top of the OS, most of your data is recoverable.
