As everyone else said, yes it's a bottleneck.
I wouldn't bother buying a new CPU. Just get a better motherboard so you can unlock and overclock that puppy.

it doesnt unlock,its a true dualie,also i am thinking it has a locked multi.

Yes it will bottleneck it.

I had a 9800gt 512mb with ddr3.

I went from an oc'd e2200 dual core at 3.0ghz to a q6600 quad at 3.0ghz. Definetly saw a boost in fps.

Get a proper quad with decent cache like the phenom II x4

Right now im testing it at 4.0ghz AIR cooling. I lowered my ram to DDR3 800 and increase CPU voltage.

We need to know things like multis,ref clock,ram speeds and timings,Heat and voltages etc. the more info we get,the better the help.

Yeah, you're CPU is definitely bottlenecking your card. Upgrade your CPU to get the full perfomance out of your card
