try uninstalling your drivers, then cleaning them out with either driver cleaner or driver sweeper in safe mode, then reinstall the latest drivers.

All right, I just ran furmark full out for like 5 mins no errors, How long should I run those?

furmark for about half an hour, OCCT for as long as it takes for it to do a single error test.

Thanks for your help kevin, but I decided to just force dx9. Though I do believe wiping and reinstalling the drivers in safe mode gave me a little better performance because when I used to play in dx9 it seemed sticky. Thanks for your help, I'm giving you rep for trying hard. Apparently there is no solution. My GPU passed both furmark and OTTC so... I have no clue.
