That is what you would set to raise your clock relating to Turbo Boost. It allows Speedstep to still function when you don't need the power. Raise the Max to w/e you want, leave the Min. at 16 for power saving.

I am seeing a lot of AUTO settings. I would wager that the AUTO setting on the Core voltage is either not applying enough or applying too much voltage, thus causing your cycling. I would recommend that you visit the Thread for your mother board and search for some examples of stable settings.

hrm?

okay, let me summarize. When you go to the UEFI and either manually adjust the Core Ratio or select a pre-set over clock, nothing happens? I don't mean to sound rude, Lord knows I make tons of small mistakes on a daily basis, but you are hitting F10 to Save and Exit, correct? If so, I apologize, please forgive me.

So,

CPU Ratio > Manual
Max Ratio > 'x'

Internal PLL > Enabled
Intel Speedstep> Disabled
Power Saving Mode> Disabled
F10>Yes

Then nothing...?

I meant that I couldn't edit the max/min settings on the CPU Configuration part of the Advanced tab.
Besides that, yes. I do those things, then click yes, and then my monitor and USBs cut out and I get nothing. I can still hear the fans running, the leds on the board and fans are lit up, but I get nothing. And it stays like that until I power it off. The little Dr. Debug thing on the board goes to "45", which in my manual is "OEM post memory initialization codes"

It was mentioned before, double check your bios is up to date first, this is my suspicion of the bootup issue, had the same problem myself on two different Asus boards, after the bios update the only time it would do that is if the overclock settings were way off.

Next, as was also mentioned before, change your voltage settings to manual mode, don't leave anything on auto, for now set vcore manually to 1.35v or somewhere around there, and set everything else manually to stock settings.

Keep c-state and speedstep options ENABLED as turning them off often shows instabilities. Did you choose XMS tuning for the memory? If so, change to manual and set your memory up yourself. XMS settings can take over control of your CPU overclock settings as well, which may be your problem. I'm not near my 2600k rig ATM, but I remember there are a few different places you can enter the ratio setting, but it only actually works if you enter in a specific one.. which that is I can't remember for sure so I'll check when I can.

I already tried those things, I still get error code 45, even with different, known good memory. Also, all of these instabilities were from boot 1, even before I had changed any options at all.

EDIT: I tested the memory from my new rig in an old rig, and it worked flawlessly. So, it isn't the memory. Given that I could beat up on my CPU in Prime95, and I've checked every other component, it has to be the mobo. Too bad, I wanted to like ASRock.

EDIT 2: RMAing it now.
