System Restore Problems after random BSOD

I was using my laptop earlier today browsing the web when suddenly it crashed and rebooted. It then froze at the hp logo screen and a small band of randomly colored lines appeared at the top of the screen.

I restarted it and it went booted into the system recovery very shortly after it said starting windows (the windows logo didn't even begin to show up) and launched startup repair immediately and rebooted after "repairing" it. Once again it froze and the colored bars appeared at the top of the screen, I had to press and hold the power button and turn the computer back on, it did the same thing 2 more times before telling me startup repair couldn't fix the problem, it gave me the error "startuprapairoffline" and in the report under problem signature 7 it said "corrupt file". I then tried doing system restore, which didn't work. I tried doing sfc /scannow which didnt fix the problem. I cannot boot into safe mode because the same thing happens. It will boot if I disable driver signature enforcement and I can login but shortly after it will blue screen with the error: irql_not_less_or_equal
The first few times it repairs it says ci.dll is corrupt but sfc says its not.

The hp recovery software does have the option to roll it back to its out of box state, but I don't want to spend a day reinstalling all the games and other programs I have on it. Any ideas what could cause this and how to fix it?

System specs:
HP DV6-3100 or HP DV6Z-3100 (AMD Model)
AMD Phenom II x2 2.9GHZ
500gb 7200rpm hdd
4gb ddr3 ram
Windows 7 Home Premium 64-Bit
ATI 4250 Mobile and
ATI 5650 Mobile

It just ran startup repair again the problem signature is:
Problem Event Name: StartupRepairOffline
Signature 1: 6.1.7600.16385
Signature 2: 6.1.7600.16385
Signature 3: unknown
Signature 4: 2120065
Signature 5: AutoFailover
Signature 6: 5
Signature 7: CorruptFile

If its not fixing it self when you are booting into safe mode and you are bluescreening upon log in screen, im afraid you are going to have to return it to factory settings with the disk.

At first I thought oh ati drivers must of corrupt if you are getting lines or it is arctifacting which means u will need to replace the gpu or screen.

but reading the error messages it sounds like it needs a clean install or to be reset with the disk.

From your description I'd suspect that you have a problem with either your hard drive, your DVD drive, or the controller for the drives on your motherboard.

Try another bootable disk to see if that will load (and that will help to rule out a bad/damaged Windows 7 installation disk).

i hop that helps you out in any way man (:

Trying the other disc will have to wait till i can get it a little later but i really hope that works, reinstalling 20 ish games+ dlc is a pain.

Why couldn't this just be like the windows 98 days where if the file was missing and you couldn't boot you just put the disc in and it would find and use the file off the disc so you could still boot.

Also if I roll it back to factory and i had a folder on my desktop with files in it would those be deleted? Because I have ~70GB of pictures and videos from my robotics teams trip to Las Vegas that I still need.

Well if I can somehow get networking working in windows RE or use a linux live CD I could just transfer the files to my desktop or other laptop. But I 've never been good with linux to windows networking.

so... interesting things happened, when i used the win7 disc and used repair it found no problems, if i choose to go imediately into the recovery partition on the laptop it finds no problems, but it still freezes when I restart from recovery.

And i think its either ci.dll is corrupting on startup or a dirver is corrupt that is preventing it from starting as if i disable driver signature enforcement it will boot to the login screen and sometimes let me get to a useable windows screen before it bsods with :irql_not_less_or_equal. I've read that it can be caused by norton antivirus, the pc came with norton trial but i uninstalled it. Norton makes a tool to remove it but i'm not sure how to use it from a recovery partition.

EDIT: Ok I'm starting to think its a hardware problem... I just tried booting opensuse 11.3 x64 live CD in normal and "safe" mode and it blackscreens and freezes on startup after about 30 seconds of loading files. This isn't looking good.
But then im not sure why the recovery partition is still working.

EDIT #2: I told the computer to start in safe mode with command prompt, the last file i can see it load before it crashes to system recovery is clfs.sys or something very similar to that
