One of my friends has a Q8200 and when both are at stock, 2.66 GHz for the E8200 and 2.4 GHz for the Q8200, the quad wins, but when the E8200 was overclocked to 3.5 GHz, it'd be far faster even in BC2.
A stock Q8300 shouldn't pose much of a threat to an OC'd E8x00, but if both were at the same speed, I'd estimate that the Q8300 would be 50% faster, but that might be a little on the generous side.
In programs that only support 2 cores, the E8x00 might win if they're at the same speed, BUT having an extra core to take the load of background applications could help the Q8x00 perform equally well, so I'd say it's a draw in this situation.
The Q8x00's are budget CPUs while E8x00 are performance CPUs, so Q8x00's don't perform quite as well per clock/core AFAIK.Edited by B!0HaZard - 4/26/11 at 3:24pm
