ASUS P67 cold boot issue?

Specs:

i5 2500k
ASUS P8P67 WS Revolution
6950 TriFire
Silverstone ST1000-G
G SKILL 8GB CAS8 1.5V RAM

So my friend has his tower built, and loves it. Much faster than his old tower.

However, whenever his PC is completely shut down, and then brings it back up (say, after he wakes up), it won't boot. Pressing the power button literally does nothing (nor does the reset power button). He has to unplug and replug the cord to the PSU several times before it finally kicks on.

After he does that, though, his PC won't load past the BIOS. His CPU diag light on the board stays lit. Shutting off power, then turning it back on yields the same thing.

After several tries of this, with unplugging and replugging the power cable to the PSU, it finally boots past the BIOS and says "New CPU detected! Go to setup to configure" followed underneath it by something like "Fatal error! System boot halted."

Pressing the reset power button works at this point, and after he does that, it loads up perfectly fine. While it is completely loaded, he can play games and all that with zero issue.

He has to go through this exercise every time he brings it back from a cold boot.

So my question is... what exactly is at fault here? I've read a lot about ASUS and its P67 cold boot issue... is this it? Could've sworn I read it had to do with the RAM diag light being on, but this is the CPU diag light.

Any ideas on how to fix this? Would be greatly appreciated. I'm stumped.

Disable PLL voltage. It is a rather big bug that can screw up all kinds of things at startup. It normally affects people on resume/hibernate, but maybe you're special.

^^Fixed.
Also update the BIOS. And make sure the case RESET jumper pin is correctly aligned and on the correct pins (This has caused problems for others).
