First I would reseat everything, clear CMOS, and then try to boot only using the essentials (1 stick of RAM, CPU, Video card). If it still doesn't work, then swap PSUs. If the new PSU doesn't fix it, I'd RMA your motherboard.

I got the computer to start up, after reseating and clearing the cmos and now when it gets to the windows 7 startup logo my screen goes blue then back to the logo, i shut off the computer thinkin it might be my cpu heatsink not being seated properly. do you think thats why its acting like this?

you said it displays the temps on your mobo? just watch those, if the heatsync is correctly installed, it shouldn't go above 60c.

have you tried it with a different HDD, or tried booting from a live CD?

my first thing to do would be get ubuntu running on it. if it boots to the liveCD, then your hardware is all working, and your HDD is the problem (or the windows install)

however that is just my first thoughts

Try clearing your CMOS?
or
If your power button is having problems, just short out the PWR pins...

Ok i reseated the heatsink and cleared the cmos (took the battery out for 10 minutes) and now i started it and im having the first problem with it which was the computer starts and turns off in 3 seconds... fan's start and turn off every 3 seconds no display... does that mean the cmos is still resetting? I ask this because after doing this 3 days ago and waiting 3 days to boot my computer it finally booted with the problem being that at the windows 7 logo it would go blue then back to the windows 7 logo but not get to the desktop.. the cpu temp hit 58 at the time.

Looks like an electrical problem.
Try a different power outlet in the room first, then see whatever power surge protector.
Take the PSU wherever they can test it.
CMOS battery ok?
Check CPU Fan connection to mobo or failing fan.
Try another video card.

Fans are all working fine... I had this problem when I first bought these parts and installed them the fans start then turn off then after about an hour of them restarting it finally booted. Now it seems to me that everytime i reset my CMOS it takes my computer a few days to start back up... im letting my computer restart for about an hour to see if it will boot... im pretty certain that before when i got my computer to boot and it hanged at the windows logo screen it was because my cpu was not properly being cooled so that is why my computer would hang and bug out at the logo screen.. Any suggestions?

It could also be something electrical that's shorting out that's causing the constant restarts.
