a good example is dragon age 2, on a gtx 460, 1080p dx 11 very high everything is 30fps
set to dx 9 and everything turned off you still end up at close near 60fps

counter strike source requires nothing almost nowadays, can easily max out,

i'd say build to what your playing, and plan your passion to what you play
You sure about that? Because my system doesn't pull 120fps constantly. I go anywhere from 75+fps on 40man servers, but everything is turned on absolute highest setting.

I know my tri-sli 9800gtx+'s wouldn't pull 75+fps on a 40 man server. Now this is on a minimum fps basis, they both obviously have the ability to go over 75fps but on a minimum 3-9800gtx+'s would give me a minimum of ~40fps with everything turned all the way up on a resolution of 1680x1050.

Now he only has 1 9800gtx+ so he won't even get close to that. If he has everything all the way up that is.

i'm speaking of fps maxed out potential, i'm sorry i should've been more specific
not eyecandy maxed out
but running the game at max fps/optimal fps

that may be a case of architechture,

i'm locked in at 120fps constant on my system vsync, but it's 470's sli @ 1080p 120hz refresh
i'm also clocked at 4.2ghz releiving any bottleneck

in your case and his, he'll either have to run bone stock empty shaders and everything else, or upgrade, which is what everyone is saying

i personally dont' turn everything on if i don't notice much difference in some of my newer games

if he's going for fps, without upgrading, he can easily turn down settings and run lower renders... which is reasonable for an older card

my old rig had no issues playing it at 120hz, it was a q6600 @ 3.6 and gtx 275 co op
i was running 1680x1050, no shadows, no AA, 16x AF, that's all i can remember, but it was at a constant 120hz with about 60% usage before i sold it
