My GTX 580 OC'D to 940/1880/2100 getting not much ppd?

I have a GTX 580 which I OC'D to 940/1880/2100 stable. It's getting about 19.5k ppd for every project. I'm also folding on my i5 2500k @ 4.807 ghz. I'm using the v7 client on windows 7 and msi afterburner says I'm using all of my gpu and the proper amount of core and shaders. Why am I only get 19.5k ppd? I figured at these clocks I could hit 21k probably?

That sounds about right for the most part. Remember PPD is also WU dependent and some simply process slower than others.
