<SiSopftware> OR <Motherboard setup> is write ?

hi

PSU : Green 430A

i decided to over clock but i have BSOD error i wrote my problem in Techsupport and thay said me change power supply ..
i installed SiSoftware 2009 lite yesterday and in EnvirenmentMonitoring section the +5V volttage shown 6.4 or 6.5 V but in Motherboard Setup (when restart system and press Del) shows 5.05V i examine this software in Seven 64bit and XP 32bit and it shows 6.5V ..
motherboard shows Right values OR SiSoftware shows Right values ?
is this normal values in wondows ?

software voltage monitoring is often incorrect.My psu shows 4.4v on the 12v in hardware monitor.
