Even better the AMD cpus benefit more (IMO) from the CPU-NB being overclocked, with my processor at 4.5ghz and CPU-NB on 2000mhz there is much less of an improvement that with my CPU at standard and my CPU-NB at 3000mhz - Feels a lot more snappy.
Overclocking the IMC does tend to give the most performance boost, yes. This is why the older K8 dual cores can sometimes beat out the Phenom II chips (with DDR2 boards). The NB was actually operating at the same speed as the CPU was on K8.
So yes, overclocking the NB is the best place to start. The higher, the better. Increasing CPU-NB voltage as needed (up to 1.45v).
