Just because you increase settings doesn't mean you need to worry about the CPU less. You'll be more GPU limited but that doesn't mean the load is taken off of the CPU. it's not like higher details lowers the CPU requirements.
Maybe people are just wording it wrong, but I see it a lot in these discussions.
The explanations from the Starcraft 2 Graphics menu should be standard with other PC games as it fully explains which part of your system is going to be taxed with each setting.
