'solid state' choke makes no sense to me at all, as all chokes are 'solid state' in the classical sense.

I posted a thread about this a while ago if anyone wants to know a bit more.

But in terms of stopping it - the only answer is to epoxy the chokes, which is done at your own risk

the whine is louder the higher the OC because of the fan.
Fan noise should be disconnected from coil whine as the speed of the fan is unrelated to the strain on the caps.

Take your fan off auto and set a fixed speed and then adjust the core speed and see how the noise changes.
