Did you install drivers off disk then go to AMD's site and download new drivers and install them OVER the disk drivers? If so that's your problem.
Follow the directions on this website. Including downloading Driversweeper.
You don't need to install display drivers as soon as you boot into Windows. It can get by by itself for a few minutes while you DL the proper drivers.
As a rule of thumb never download drivers over old ones, sometimes parts of the files conflict with each other and cause input lag such as the typing errors and even stuttering and lag in game.
