Disable Windows Performance popups?

So, occasionally when I'm playing a game or doing something intensive, I get this lame popup:

Windows has detected your computer's performance is slow.
A quick Google search shows that I'm not the only one.

Now, I've never experienced an issue that may actually be helped by switching off Aero, and this popup nags me more than anything. Has anyone figured out a way to simply disable this message?

I actually had that happen today, i believe there was a balloon popup that is clickable. After that there is an option to not notify again. At least as best to my memory.
