Check the jumper's on your Motherboard, one could have come loose.

520watt raidmax and she had a 700 watt in there it should be enough... my sig rig is running off a 550.

He's got the right idea. You should closely inspect your motherboard to see if any capacitors have broken off or something. Once again, I would recommend resetting bios as well, and process of elimination with the ram chips too.

I too, have a second computer that's having a booting issue, except it boots, but restarts repeatedly after post..

I have had each stick of ram in my pc i am on now and they work separate and together. the pins are set, no blown caps nothing burnt/no smells

No, if it's malfunctioning and/or the voltage regulation is out of spec, the psus will still power on, the only time it won't is if something physical breaks.
edit: a good 500w psu will handle it easily.
