Is it possible to unlock the HTC thunderbolt (since it uses a Sim card, unlike other phones) from Verizon. If yes, does that mean I can use it with out getting the data plan?

While the thunderbolt does have a sim card, it is only used for LTE on the 700mhz spectrum.

It is a no at the moment. Verizon plan to migrate all services towards LTE in the future.

To break it down, the thunderbolt's voice capabilities still relies on its internal cdma radios, the only way to use it without data would be to switch to another service provider, which is a difficult if not impossible task. You may have better luck with a smaller provider such as Page Plus which utilizes Verizon's network.

Technically, you cannot Unlock HTC thunderbolt because you can only unlock GSM phones. HTC thunderbolt is a cdma / LTE device so yes, you can flash the CDMA part to other cdma providers like metro pcs, pageplus cellular, boost mobile, cricket etc. beigephone flashed my htc thunderbolt to page plus cellular http://www.beigephone.com/flash-verizon-htc-thunderbolt-to-page-plus/ the service works great .. super fast internet, great Verizon coverage all for $29.95 a month. That may be an option for you.
