Good n' quiet CPU cooler?

What is a good and quiet (quiet being key) CPU cooler that would fit in an NZXT Tempest Evo? No water cooling either.

This is both even though you said no water cooling this is the best cooler I have found so far. Its maintenance free so you install it and forget about it. I chose this because many of the air coolers are very large and some get really loud as well.

Prolimatech Megahalems fitted with Noctua NF-12 fans. Very quiet and performs well.

I'm using a Tuniq Tower 120 Extreme with a Cooler Master Blade Master fan and its wisper quiet under full load. 50C under load and the fan is turning at 700-800 RPM.

Take a Prolimatech Megahalems, run with no fans and your CPU at stock, your good to go.

My Hyper 212+ is almost silent even while running Prime95. I can now leave my MapleStory shop open during the night and my PC sound won't wake me up.

Before when I has the AMD stock cooler, it sounded like there was a damn NASA rocket engine test chamber in my room.

Megahalems with low rpm gentle typhoons. something like the 800 or 1150 rpm ones

Scythe Mugen2 is also very quiet to + its rather cheap to for the performance it gives you
