It probably uses some benchmark type basis (or just guesses) comparing IPC versus a Pentium 4. I noticed this a long time ago. The reason being that when the Core 2 first came out, many of them had clock speeds lower than higher clocked Pentium 4s, yet performed better, so it confused people when reading requirements aimed at the Pentium 4 performance.
