My E7500 is supposed to have a clock speed of 2.93 GHz but CPU-Z shows it to be 2133 MHz...why is that?
and is there a way to fix this?

It's just your CPU down clocking. It means that EIST is enabled in your BIOS. This is a power saving feature that is standard for your chip.

If you want to test it out and see, try loading programs and you will notice the clock speed and multiplier actually moving up to it's stock levels.

Well yeah, it does increase. But it never hits the 2.93 mark, why is that?
and wouldn't this affect my computer's performance?

Try and disable EIST in your BIOS and then see what CPU-Z will register as your clock speed

Well I'll be...it did work. Just asking, how much of a dip in performance will I see while gaming if I enable EIST? And are there any benefits from EIST besides lower power consumptions?

you wont see a performance decrease when gaming from what i understand about it the cpu will only down clock when the cpu is idle. for example if you run intel burn test it shoots up to full load

You can disable it if the electricity bill is not an issue for You. If you'll enable it, CPU will downclocks only when You will idling in desktop. But when you will be playing games your CPU will run at normal speed.

Really, I'm sitting in my secondary system now - Q9400@3.6GHz - 1.2v V-core idle and 1.21v V-core under load. I've disabled all power saving features. And according to CPUID Hardware monitor my CPU is only using around 10 watts at idle... And this is a Quad at 3.6GHz. I haven't tried enabling the power saving features, but I reccon I will save a few more watts...

But 10 Watts is nothing.. Ordinary light bulbs are 40 - 60 Watts..
