Because most people know that processors, both Intel and AMD, can be manually overclocked much higher than the stock turbo boost. So if a BD cpu has a stock turbo boost of 4.1 on an engineering sample (remember again that ES's are 'usually' clocked lower than retail) that means that we should be able to get at least another .5ghz out of it without too much trouble.

Is that enough of an explanation?

OK, wouldn't it make more since that an ES be cocked at it's true Freq or higher? Why would they sample BD at a low clock then what they would release to the public? Couldn't that potentially cause problems in the long run? Please explain.

Because when ES's come out, the manufacturing process has not matured yet so they have to clock the chips lower. They then test the chips to work out the issues which in turn results in higher clocked retail chips.

es chips only exist to make sure theres no more bugs left before going into mass production .... and to test bios support and such ....
