30fps is acceptable on a console game , but is getting kind of low for a pc

30FPS would be okay, although I would prefer 60fps.

I'm pretty sure when they say a 30 hz game, they mean for the console. It would be developer suicide if they capped it on the PC.

You would still see the same amount of frames if V-Sync was on... Your monitor can only refresh so fast. By using V-Sync you can reduce screen tearing and also put a little less stress on your video card.

Disabling vSync still doesn't eliminate the fact that your monitor won't be able to display much more than 60 frames per second anyway.
