Pretty sure it applies to anybody who games, since the government isn't known for moderation. At least not in the past 20 odd years, anyway. If anything is done about this on a government level, it's more likely to be a blanket effect (hit everybody, and we'll be sure to get those we're after) as opposed to a targeted effect.
