Very harsh review!
I don't have the game yet but i am defiantly purchasing it when we can get it in Australia on DVD. I have and still play ARMA and for any one who plays the game they have found it to run very well in window mode and i'm sure this will be the same for ARMA II. I have played ARMA II in a window on a pc running a Intel Dual core 3.8GHz with a 8800GT and the Display setting was on High and it was easily doing 30fps while on a server but was a little laggy maybe 18fps when hosting its own server to test all the new gamelogics BIS have made to populating the map with animals, civs, and other cool features that was not in the first game. Now if you want over animated graphics and unrealistic game play stick to Crysis, Bioshock etc and just remember this game offers more then this, it offers a range of real world vehicles, tactics and environment. Plus these test have been done on the pre release patch v.1.01 they now have out patch v.1.02 and that was the one i was playing.

Is mine with 30 AVG fps, where do they get thier numbers from? and why no 295 GTX?

i put everything to their max at 1680 x 1050 and i get 20 to 30 fps

Just because DirectX9 can look good doesn't mean DirectX10 can't look better. DX10 is mainly a performance increase, not a visual increase. Although it does improve upon some effects, yes.
