I'm sure this will be a small amount of new content. Not close to a normal tf2 update at all.

Game companies can only get things right through experimentation. At least Valve is willing to try something new and see what happens. And if it isn't well received, they'll rework it. I'd say it's pretty admirable that they're doing any sort of free updates like this.
