Alright, here's the proof (my friend showed me). Apparently it's a joke made by a Steam user, and I guess it got sent to Valve so they could troll us

Jarate Dispenser? Lol, that was what made me think it was a joke. And besides, it just looks like a dog with a sentry strapped to it.
EDIT: Another thing, the model for the dog is quite bad quality and doesn't fit in well with it. How would a spy backstab a dog?
