Actually, "per cent" is a recognized alternate (but correct) way of saying "percent." Some English-speaking countries spell it this way all the time (Australia may be one -- but I'm not 100% sure).

In the olden days, "Per cent" was the proper way to spell it in America, too. The word "percent" is derived from the fact that a cent is a fraction of a whole, and thus the saying used to be "per cent." At any rate, some legal, economic, and international academic journals still use "per cent" regularly. However, most common parlance and mathematical jargon has shifted to "percent."
