I was just playing in a server and I got 3 hats with 1 drop. There were several others getting 2-3 hats at a time. Guy in the server said join a game, and activate steam friends, and every 30mins you'll get a hat.. (not sure if it's true, but I got 3 hats so that's something odd there)

And don't worry if you miss the gibus hat, you can get one by dominating a player who has one.

Wait, so is this also a special on the cost of downloading the whole TF2 game? says $2 instead of $20... or is it just a patch?

Yes. Everyone I've come across in games, or at least 99% are great. You shouldn't have a problem there.
