From what the Bioware devs have stated, they're just armor and weapons to help you at the start. There are definitely better weapons and armor in the game.

i hate it when they do this. If i pay extra money partly for special weapons I want them to be the end all-be all of weapons and i want to get them when I still have enough game to make them useful.

They can't do that. Too many people would whine and complain about the people who paid extra to get the collectors edition having an unfair advantage. Granted in a game like Mass Effect 2 which is Solo play only it wouldn't matter that much but people would still complain.
