How do they determine this is a different user? Couldn't the game be sold to the new person with the Cerberus Network credentials?

The code can be used only once. They are doing this to discourage secondhand game sales.

I am sure this would be against EULA agreement, but it can be done

I know EA does the publishing for Bioware so I'm going to give Bio the benefit of the doubt....
This is just more punitive punishment for people who purchased this product. : ) It will only LOWER the amount of DLC sold and will do nothing to deter illegal downloading, because those dLers will just dL a hacked DLC copy.

I'm probably buying the Collectors Edition anyway, so this doesn't affect me all that much. A question I have is the Cerberus network for all copies of Mass Effect 2? Or just special editions? I don't remember seeing access to the Cerberus network on the regular edition

I miss the days when everything a developer had upon release was. . . . . .released. Now they take what they have, cut stuff out, and resell it piece by piece.
