Making a copy of a game you own is still illegal. Unless you are talking about a game that can just be copied to another disc. However, that is not my understanding of ROMs. You would need to use some sort of decryption process to move the game information from the disc to your machine. That would be a clear violation of DMCA law, whether you distribute or not.

If you live in the USA ROMs (or any backups) are illegal, PERIOD. Your balls will be busted if any authorities find out.

I guess I should have looked at your location first. As far as I've heard, Britain is pretty hard-knock about piracy like the US is. oh sorry i must have put it wrong, i mean a game you actually made (not a copy of any other game) and you programmed it to work on a well known console like N64, is that illegal? lol, actually to think about it yea it would be coz you don't have nintendo's permission to make a Nintendo game..ok never mind.

I don't believe homebrew applications/games like that are illegal, even if you are playing them on a well known console/handheld without proper licenses. As long as you don't put the software up for sale, you are 100% in the clear.
