Exclamation Godfather II Framerate lock?

Hey guys,
got a quick question, whenever i try to run The Godfather II on my pc with vsync on the highest it will lock is 30fps. Now my refresh rate is 60hz and with vsync off i get well over 60fps. What gives? why cant i have a framerate lock of 60fps on my 1920*1080 60hz screen...

since you run 1080p it probably assumes 30hz since most 1080p's are tv's and not computer screens
