Default Counter Strike 1.6 - choks/lags !! HELP PLEASE

I am having this problem in CS 1.6 last 2 weeks.
The game runs smooth but suddenly it freezes for about 2 sec and then back normal.It keeps on happening,the net_graph 3 shows loss 0,choke 3.
How do i get rid of this problem ?
The game runs smooth when i play as 'new game"

The server i play in is 18 player server and my ping max is 140.

is it server fault or my pc.

someone told its my graphics card,i tried both Nvidia 8500GT and 9500GT,both have the same issue.

Choke - Choke is server lag. Choke basically means that your computer is sending your players position, and what he does (shoot, nade, knife) to the server, and its not getting there. Counter Strike Source default is to send your players actions to the server 30 times a second. Choke is caused by two things:

1.Your computer is sending too many packets to the server per second. If you try to send 100 commands to the server per second, and it can only accept 40, you are going to be getting 60 choke. This will make you SUCK, none of your shots will register, and only 40% of the things you try to make your player do will be done. (for solution, see below)
2.The server is not able to read all of the information being sent to it. This can be caused by network lag at the server, or CPU lag at the server. The client cannot control this, but can accomodate for it (solution below)

4.If you are experiencing choke, you will need to change your rates lower. The correct ratio for update to command means cl_updaterate should be 3/4 of cmdrate (75% is good)-- *This means CMDRATE is higher than UPDATERATE by a pinch*. So, lower your rates, keeping ROUGHLY the same ratio. If your choke is 30, lower your rates about 30 (but make sure you still use the ratio of 75%). This would mean cl_updaterate 35 and cl_cmdrate 50 (thats 70% ratio, close enough)


5.Try the new settings, and adjust your rates as needed. You want to lower your rates until you get less than 2 choke in the middle of a round, and less than 10 at the beginning, and end of a round. (choke is higher at beginning and end of rounds while server does stats, and resets objects)


6.Once you get to 0 choke, and 0 loss (loss may not change if it is a network problem) you have your proper rates.

I became the admin of the server in which i get the lags and chokes.

The server is 18 players and max 400ping.
recently the host changed the server rates my mistake and sine then i have the problems.
Now its too serious,too much lag at 180ping even 60ping players complain about lag.

Can you please tell me what rates should i keep on the server for even game play.

This is the ip,please see if you get lags,if you do then i am sure it is server probs and not mine.

looks like it is hosted from a server hosting company and not home PC.

now all i want is you to give me a good brandwitch rates for this server.

wow 400ping looks like it might be your internet connection, could be the factor in this problem.

and the rates I use is cl_cmdrate 100, cl_updaterate 100, rate 30000 never had any problems

The server kicks people for >400 ping, he has 140 max. I'm guessing 140 is normal from Kuwait to Germany, I really have no idea.

What is the internet upload speed or your network ?
