I can't find where to change my downloads folder from my C: drive, and I want to direct it to my other HDD. Where can I go to do this? Thanks

you can't change the location of the steam game... you will have to move your whole steam directory folder to the hdd

I believe last time I tried that Steam was unable to locate the game and I ended up reinstalling it all over again

Reinstall steam onto the hd that you want to save your games to and voila. It's the easiest method.

Move the SteamApps directory to wherever you want it to be.

Then, browse to Steam's directory in cmd. Type:
mklink /D SteamApps X:\Path\To\Real\SteamApps

You'll have to start cmd as an Administrator to do this.

This will create a symbolic link that behaves as if it were a real directory named SteamApps. As far as Steam is concerned, it's working with C:\Program Files\Steam\SteamApps, because the operating system now links those two directories together.

It's like a shortcut (so the SteamApps directory only exists once), but it's transparent in that you can use any program to go to C:\Program Files\Steam\SteamApps and it won't jump to the other path. It will appear as if you are still at C:\Program Files\Steam\SteamApps, but you will in fact be operating on the other location.

Symbolic links are used extensively by OSS OS users, but are much less known on Windows, even though they've been supported since Vista, and to a lesser extent even since XP and 2000 (as NTFS junction points).
