Doesn't matter too much really since the water temperature delta is less than 2C. It is more important to have good routing to improve waterflow. Aim for less amount of tubing with fewer bends.

Actually the water barely changed .2C throughout its entire venture through the typical watercooling loop. Therefore, the order of the loops has little to no effect on the cooling properties.

Doesn't matter if it's 2 or .2 or 4 or 5C, I'm going to run the coolest water possible through the CPU block first since that is my primary concern, Oc'ing the CPU...

The temperature difference of the CPU will be negligible and most likely within the error of your temperature diodes. There are other ways to get a better core temperature.

Larger radiator, induced turbulence, higher CFM fans on the radiator, lap the heatsink / cpu, higher latent heat coolant, high thermally conductive surface, ect, ect, ect.
