Does the reservoir need to be at the highest point on the system? If not, what prevents the fluid from draining to the reservoir and leaving a void the highest point?

Atleast keep it higher than the pump that it feeds. I dont think it should matter if its the highest point in the loop.

Mine is higher then the pump and even with the cpu block, and higher then the inlets for the radd and works fine, I just have to make sure the level stays nice or I get more suck then blow from the pump

As mentioned above as long as you keep it above the pump (which should be the lowest component) then you are in the clear

However, the fluid should seek a common level. If the reservoir isn't highest, isn't there a pocket in what ever is...cpu block, radiator, etc?

No lol, if you have your reservoir OPEN and you lower it, of course it's going to spill out because of the pressure. However if you seal it, then you can put it anywhere you want.

In automotive system, what I am familar with, the top of the reservoir is always the highest point. and secondary high points, such as the rear of a small block Chevy cylinder head, get a line to the high point so they can bleed air. If it is they highest point, it can also be partially filled, allowing for expansion due to heat.
__________________If it is not the highest point, how do you add fluid to fill the system? Rely on the pump to fill the system while working? Unless the pump generated sufficent pressure, wouldn't that still leave air pockets? Wouldn't the air pockets reform each time the system was shut down? This would seem to be an advantage in reservoir/radiator combos, where the res

are you talking about filling the system to begin with? or adding fluid to it as its already filled?

Both, and a regular restart. Any air will go to the highest point in the system, which in most cases seems to be the top end cap in the radiator, where the water turns around.
