You'll want to make sure you insulate well if you go the TEC route. This voids your motherboard's warranty, so if that's important to you might want to reconsider.

I'm no genius when it comes to thermoelectric waterblocks, but from my understanding they pretty much transfer heat from one side to the other, so one side of the block will go down to -10 Celsius (an estimate, I don't really know) while the other side goes up to well... really hot!! Because of this each thermoelectric waterblock usually needs it's own water cooling loop or else the heat dump effects temps in the other blocks way to much. home that helps!

Electricity goes thru the tec, one side gets hot, one side gets cold. The cold side cools the cpu and the hot side is cooler by the w/c'ing.

Just my opinion, but I would'nt go the TEC route, unless, you sleep very well at night regardless of what your computer is doing.

They're talking about foam that you use to prevent condensation from getting on any computer parts. The cold side of a TEC can reach sub-ambient temps, which causes condensation.

Insulating for sub ambient temperatures basically takes coating around the cpu area with something to protect the electronics from condensation. Some people go for a spray designed for this purpose, others just use nail polish. Dialectric grease is packed into the cpu pins. Then pieces of neoprene are stuck around the cpu area, and sometimes on the back of the motherboard as well.
