i haven't been in the market for a LONG time, so I wouldn't be able to give you the best watercooling set up. There are some good kits out there, but I know that people usually like to build the setup themselves.
1) You wouldn't really be able to say exactly how much temp. reduce you'll see, but it will definitely help the temperature go down. I'm just totally guessing here, but I'd say ~5*C give or take. 2) W/C is totally safe if you know what you're doing. So do thoroughly read the directions and other tips from the forum, and you'll be good to go. On the side note, why don't you save up and get a phase? That's guaranteed to lower your temps to 0*C - or sub-zero!

Unless you are prepared to fork up a lot for a higher end WC setup, the most efficent air cooling will give you equal, or better, temperatures.
