Check to make sure all your cables are nice and tight, and that you didn't hit your RAM or jumpers loose. If after that it still doesn't boot try resetting your CMOS.

You break it, I fix it

your wcing loop is shutting down or the computer?
if it is the computer reseat the cpu block some mobo will not work with out a cpu fan. some will give you the option to turn that feature off in the bios.

The end is nigh.....
|
Are you sure this isn't a grounding problem?
Make sure nothing is touching the case as it could be shorting out.

Hes right, on a Asus mobo you need a 3-pin fan plugged into the CPU's fan header, or just turn it off in bios....Its a safety thing to keep you from starting up with-out your CPU cooling....

Did you leak test the water loop?

if that doesn't work i would make sure there is nothing shorting your mobo such as new metal pieces touching it or the weight of blocks making it short etc. I know once my mobo was shorting on the case itself because of riser screws.

what psu you running? if your pump puts too high of a load on the psu, the psu will shut off
