mmk. there's the thing. @ morning/night, it idles around 40ish. But the thing is, the temps jump around ~5-7c every odd seconds. Like this:

It'd be: 43/41/38/39 for some time(5-10sec) then for about 2 seconds, it'll be 48/47/44/45. then it'll go back to being around 40 ish (average)

thats def. mounting problem right?

It sounds to me like you have a mounting problem........how about doing a test mount with a line of TIM across the center of the CPU, then tighten it down............after that unscrew it and observe the contact area on the block. This is how I tell if I have a good mounting.
If it looks like the TIM made decent contact then clean and remount......

Also be sure to tighten in an X shaped pattern, giving 5 or so rotations on each screw, then moving on the the next....this is a bit overkill but it will ensure a good mount....

whenever I take a look at the "left overs" after taking the mounts off, they seem very solid. I'll take some pix tomorrow to see professional opinions

As for the mounting them in X-pattern, I've been doing that every time...

Have you tried the push method for the fans instead of pull? If you think about it, vehicles have the radiator up front in the grill or bumper for the reason that air will come in direct contact, cooling the fins and allowing the fluid to cool slightly before being recirculated. I would personally turn the fans around or put them on the underside of the radiator so they pull out of the case, but push through the radiator, or get 3 more fans and have 3 pull and 3 push.

Do these spikes coincide with CPU acivity/load spikes?

Some cooling systems are quite sensitive.

Are there air-bubbles in the loop?

When you stress the System with Prime95 (or similar app), does the CPU temp fluctuate with a high-degree of temperature variation, or does it remain constant (+/- 1 ~ 2C)?

Each time that you re-seated, did you take a look at the TIM pattern to see if there were gaps or irregularities?

When you have seated the Block, and it is almost (2-3 turns) fully tightened, did you slightly rotate the block in both directions to make sure the TIM layer was even? (sometimes that seems to help).

What if its already in pull/push with 6 panaflo fans?

I don't think the block can turn sideways...I used to do that for the TRUE, but I'll try that.
