Should i get a Thermochill PA120.3 or a Black Ice GT Stealth 360. This is going to be added to my 240 radiator that i have right now. Im going to be water cooling my GPU and a Quad (maybe something else).

The GTS is a fairly flow restrictive rad, I would only use it for a CPU only loop with one rad and a good pump...GTS Review
The GTX is a fairly free flowing rad that out cools a PA with 47+cfm fans on it..360 GTX.Its a little cheaper then a PA also..The PA is fine to if you prefer that, its a really free flowing rad.. ..360 GTX Beats PA.3 w/47cfm Fans ..HWlabs 480GTX thermals-Martin

Yeah if you were really set on the GTS, I think the X-Flow would be the preferred. That should potentially cut the restriction in half and make it a good lower speed fan radiator, although there's not any testing done on the X-Flow.
The GTS and GTX use thinner tubes which helps with heat transfer, but makes them a bit more restrictive. The GTX however being double thickness has twice the number of tubes. Theoretically an X-Flow GTS would be similar in restriction to the GTX 2 pass design. The GTX is king of the high speed fans, where something like the PA or TFC rads are optimal for the low speed fans. If cost is a concern you might instead consider a BIX for high speed fans or any of the slim open finned radiators like the BIP, MCR, XSPC RS series radiators. These are all really good radiators too, and a great value.

was going to get yale loon's high speed... but i may get 3000RPM kaze's with a fan controller its hard to justify the cost of 4 of them vs the yale loons.

If you're at all not sure about fan noise and expect you might want to run them at 2000RPM, I would buy the 2000RPM types. I've got one of the 1000RPM fans here too. I think it'll outperform a 25mm yate at the same RPM. Short of the sleeve bearing it's a pretty good fan. Just be careful about running them horizontal, the sleeve bearings don't seem to like that for longevity...or so I've heard anyway.
