Hey, does any one were I can get a new cheap (~$25) universal cpu water block from?

You aren't going to get a decent waterblock new for that cheap. You might want to bump your price a bit

I would say this is the "cheapest" I would go, there are definitely better out there but if you really just want something cheap that gets the job done at least it's only $40
