does anyone do some quack experiments with their water cooling to see which liquid cools best? My friend put H2O2 in his w/c and got temp to 25c idle, its a gaming rig but i dont know the specs.

Hydrogen Peroxide (H(subscript 2)O(subscript 2)) would make a very, very bad coolent. It breaks down into water and hydrogen when exposed to light - its always stored in opaque or dark-brown bottles. The same happens if heated. You wont have any algae problems, at least, but I dont know if it will react with metals. And you really dont want to cut youself while working with it - it strings, and produces lots of hydrogen on contact with blood.
__________________Heavy water ((super-2)H(sub-2)O) will perform exactly the same as normal water. Chemicly identical, heat capacity almost the same, viscosity similar, density similar (Its very slightly heavier than normal water). Its not radioactive. Also, though there was a ship carrying heavy-water to a german plant sunk in WW2, its not entirely clear what they were planning to do with it. The german atomic research department was tiny - they had one, but it was nothing compared to what the US was doing. The german plan was to very quickly take over all or europe - they didn't see any need to put resources into research that wouldn't give them a bomb for years. They intended to be the uncontested rulers of Europe by that time.
