Distilled water + a few drops of PT Nuke. Might buy some 99.99% silver and work it into the block I am making and then just use only distilled water.

I agree. I'm thinking Dihydrogen Monoxide might be easier and more plentiful.

10-15% G11 or any anti-freeze, 2 drops copper based PT Nuke, 1 ounce of glycerin per 40 ounces of mix and one or two drops of blue "Dawn" dish-soap in the completed loop, the rest distilled water. The glycerin and "Dawn" are surfactants or water wetters.

The instructions on the bottle should tell you how much per gallon (It doesn't come in a dropper). I have a 5-gallon jug of distilled water that I mixed with a few cap-fulls. Just use a reasonable amount and you'll be fine.
