also try shaking the case, pick it up off the desk a few inches and just give it a good shake, does the trick for me

see if you can go to home depot and find something to put in that res to prevent that vortex like effect. Maybe you could put a siphon tube inside so that the inlet pushes water to the top or something. or just go with a peice of foam material and push it in there at the top.

This is what I would use. Make sure to hose the hell out of it after you cut it. Prevent any loose peices of foam from getting in the pump.
