If the CPU runs very hot the water is cooling it but all that heat will transfer over to the water instead so it doesn't make sense that it would only be a few degrees hotter. He's absolutely right, the temperature difference rad in or rad out, or before your block and after your block is less than you think. Remember the reason why people pick watercooling: water has holds alot of energy. Ever try to boil a large amount of lukewarm water? Takes so damn long, and there's a 500 degree flame heating the water, not a cpu and gpu!
With that said, if you didn't have a radiator in your loop (let's say), those few degrees would add up pretty damn quick and your cpu would be in quite a pickle.
