I would pick the 3000 RPM ones and control them with a fan controller.
this way, whenever you want/need better cooling, just maxed them out (ie. benching)

That's always been the best way to do it, with high-speed 38mm-thick fans undervolted. The 3000RPM model doesn't get a good rep for its noises when undervolted, though (some people don't have that problem, but just saying).

San Aces if you can find them cheap enough, or panaflos. Gentle Typhoons and S flexes are very good rad fans for the noise they make, gut out some cheapo 120mm fans for shrouds, using shrouds gives you a nice drop in temps for little money and drop in noise.

These are not good RAD or heatsink fans. Period. Because they can hardly breathe when any sort of restriction is put infront of them, for case fans they are fine however.

The San Ace H1011. That said, the 3000 doesnt make weird noises. ive has 5 for quite a while now, 1 even running in the dreaded horizontal position, which is supposed to "kill sleeve bearing fans in weeks to months"... so much for that, they all run brilliantly.

and since for "ultra quiet" loops, a delta well below 10C is fine, the OPs question is simple to answer, as i said, the UK1000's are great for the job. they offer decent static pressure so most of that 44 CFM actually gets trough the rad. a yate wouldnt even do half of its rated 47CFM trough a rad.

in short: 84 CFM is way overkill, only makes it noisier, yuo cant go by size alone, and dont ever mention a yate in the same sentence as a pana.
