From your other thread, it seems like this is a newly built wc system and you fired it up even before it finished bleeding?

As someone mentioned earlier, it can take some time for a leak to develop, I would triple check that there are no leaks.

Also make sure none of your case power pins have slipped off from the motherboard (the small blue/white and red/white wires)

And its most likely not the power supply. This symptom is really common with a leak problem. Try disconnecting your graphics card from the power supply and see if it boots. If it does, chances are something has leaked onto your card that is causing it to short out.
just plug out the 2 cables on the GPU, or take the whole card out?

the power case pins arent out, because if the fans jerk, it means there's power running in for a splitsecond... i've checked anyway. I'll try the RAM too.

Just unplug the two power cables, you don't need to take the whole card out. This will just test to see if this is where the short is which is causing the power supply to flicker.

If the power supply is still flickering, your going to need to remove the 24 pin power from the mother board and jump your power supply. This is done with a paper clip. Unfolding the paper clip and plugging each end into the green pin and a black ground pin. This will allow you to turn your power supply on without using the case and see if the power supply is working properly

I edited my post, read the next step.

Here is a kinda more clear video showing the pins. Remember its green and black. Once you do this, turn your power supply on from the switch located on the back of the power supply.

ah right right, sorry. Do it one more time, this time making sure everything is unplugged from it and not just the graphics card. If it still flickers when nothing is plugged into it. The power supply is having a short. Your claiming there is no leaking, so it would be strange for this to be happening, but things happen

Ok plug in the 8 pin processor power to the motherboard only and turn the power supply on for about 5 seconds to see if its stays on and then turn it back off. If it flickers, you have found the source of where the leak/short is happening.
