Ok have you tried plugging in your pumps? Try plugging those in and see if it still works. If it does, this is looking more like a problem with the 24 pin.

pumps are connected to motherboard
so pumps and fans are running.

the only things remaining are the CPU connector, and the HDD,SSD,DVDrom connectors.

Yea, this could be the actual problem. I see your cooling your chipset so the leak could be happening in that area. So plug it in and see if it flickers still.

Edit:
Ok so we have found the source of the short. You need to examine that spot thoroughly, there is definitely a leak happening in that area for sure.

plugged in 8-pin CPU connector, and it's back to the blink.

looked for leaks for the umpteenth time - nothing.

Ok the best you can do is to let the system sit for some hours. If there is a leak that you can't see, it needs to dry out. So way later on today, try booting it up once more, if it kicks on, that means the leak has dried up, but clearly the leak is still there and will just come back once your system is fully up and running.
With that said, if by the grace of god your comp boots up in some hours, you need to turn if off again, and unseat the cpu water block and chipset water block and re-run the leak test for the rest of the day with those water blocks unseated to see if water is leaking out the bottom of them.

As I mentioned earlier, a leak can spring up anytime within 72 hours, so even if nothing has happend for 3 hours, you need to watch your system like a hawk for the next 3 days. I know this from personal experiance this is why I was able to troubleshoot you so well.
